Hainan Releases the Guidelines for Applications for Security Assessment of Outbound Data Transfer (Second Edition) and the Guidelines for Filing of Standard Contract for Outbound Cross-Border Transfer of Personal Information (Second Edition)

The Cyberspace Administration of Hainan Province recently released the Guidelines for Applications for Security Assessment of Outbound Data Transfer (Second Edition) and the Guidelines for Filing of Standard Contract for Outbound Cross-Border Transfer of Personal Information (Second Edition).

These guidelines are formulated in accordance with the Measures for the Security Assessment of Outbound Cross-Border Data Transfer, the Provisions on Facilitating and Regulating Cross-border Data Flow, and the Guide to Applications for Security Assessment of Outbound Data Transfers (Second Edition) issued by the Cyberspace Administration of China.

By issuing these guidelines, the Hainan cyberspace authority aims to guide and facilitate data processors in applying for security assessments of data outbound transfers in a standardized and orderly manner, and to ensure the secure cross-border flow of data factors.

Hainan Unveils the Regulations on the Development of International Data Centers in the Hainan Free Trade Port (Draft), Proposing to Build a Service Platform for Data Outbound Transfers

To boost the international digital industry in the Hainan Free Trade Port and ensure secure and orderly cross-border data flows, the Office of the Cyberspace Affairs Commission of the CPC Hainan Provincial Committee has prepared the Regulations on the Development of International Data Centers in the Hainan Free Trade Port (Draft for Comment) (the "Draft"), aiming to foster high-level opening-up and cooperation, and support the high-quality development of the digital economy. The Draft is open for public feedback until July 25, 2024.

According to the Draft, international data center business operators can provide international data services, such as gaming services, film and video processing, commercial aerospace, BeiDou applications, cross-border e-commerce, cross-border livestreaming, cross-border tourism, telemedicine, remote education, international academic exchanges and cooperation, and multinational manufacturing, to overseas markets.

The Draft mandates the People's Government of Hainan Province and relevant authorities to: (1) establish an international data trading platform, to support international data center business operators in carrying out data trading activities, and to promote the integration of domestic and overseas data factors and the circulation of data resources; and (2) create a comprehensive data outbound service platform. This platform will provide data classification and grading guidance, self-assessment of data outbound transfers, data compliance consulting, and other services for international data center business operators, and to facilitate their business operations.

The Cyberspace Administration of China (CAC) has released the Announcement on the Filing Information for the Sixth Batch of Deep Synthesis Service Algorithms, disclosing over 400 cases of deep synthesis algorithms. These cases involve functions such as image, video, audio generation, as well as intelligent dialogue. The application scenarios cover knowledge graphs, mock interviews, digital human generation, and more, spanning various industries such as entertainment, education, healthcare, showcasing the widespread application of deep synthesis technology across various domains.

These 400+ cases released this time not only demonstrate the progress of domestic deep synthesis technology but also highlights its tremendous potential in driving social progress and industrial upgrades. As the technology continues to evolve and its application scenarios expand, deep synthesis services will bring more innovation and opportunities to various industries.
