The UK’s finance sector has been well positioned to grasp the multiple opportunities that China’s dynamic financial services sector has thrown open in recent years: where there has been a surge in activity around models of green finance and its use as an enabler of green growth.
2021 saw China become the global leader in the issuance of green bonds as it rolled out funding to support the vast array of clean and renewable infrastructural projects that will be required for China to meet its ambitious net zero targets. The UK financial sector, for its part, has played a world leading role in developing such instruments from their inception and is well placed to work together with Chinese partners in pursing common goals.
This webinar, sponsored by HSBC, will provide insight into a variety of aspects of Green Finance in China today, including an update on Carbon Trading since the nationwide platform was launched this summer, followed by a panel discussion exploring the role of government, the banking system and the UNFCCC in shaping UK-China Green Finance.

Mei Dewen, President, China Beijing Green Exchange
Mei Dewen is a Board Member and President of the China Beijing Green Exchange (formerly known as the China Beijing Environment Exchange, CBEEX). In addition, he holds the position of Secretary-General of the Beijing Green Finance Association, as well as the Deputy Secretary-General of Green Finance Committee (GFC). He is a Researcher at Renmin University of China and provides expertise to the International Institute of Green Finance (CUFE), as well as the Beijing Energy Club. He is the Council member of the China Investment Association, and a Council member of the China Economic System Reform Research Association.
Mei Dewen has served as President of the China Beijing Green Exchange since its establishment in 2008. He has carried out extensive work on areas including Pollution Rights Trading; Carbon Emissions Trading; Green Finance, and so on. He also chaired and participated in the development of China's first voluntary emission reduction (VER) standard - the Panda Standard, amongst other projects.
He has almost 20 years’ experience in investment and financing, with particular expertise in Mergers and Acquisitions. Mei Dewen holds an MBA from Peking University, a Master’s in Finance from New York Fordham University, and a PhD in Economics.
Antoine De Guillebon, Head of Strategy & Planning, HSBC China
Antoine is Head of Strategy and Planning at HSBC China, where he leads the design and execution of the bank’s overall strategy, with a big focus now on Climate Change as the bank has committed to being net zero by 2050.
Antoine is a seasoned banker, having worked in investment banking at Lazard Freres and HSBC on various types of transactions (M&A, restructurings, structured finance and flow) for sovereign and multinational customers from around the world.
But first and foremost Antoine is a proud father of two wonderful daughters, a keen runner which he often does for a cause, and a fan of contemporary music. He holds an MSc in Business Administration from a leading European business school (ESCP Europe).
Eliane Si, Policy Lead, International Climate Fund, UK PACT China Green Finance Programme
Eliane Si is leading on the regulatory and market engagement between the UK and China for Green Finance in the British Embassy. She is also the policy lead for the UK’s £5m spending programme focusing on assisting China’s low carbon transition via green finance.
Cathy Li, COP26 #onestepgreener Ambassador
Cathy Yitong Li represents UNFCCC's Youth and Women & Gender Constituencies in meetings, with a focus on technology and finance. Outside of the UNFCCC, Cathy is a youth advisor to the CEO of Global Center on Adaptation and a One Step Greener Ambassador of COP26, also sits in the finance unit of the UN Climate Change Conference of Youth. By profession, Cathy works in private finance.
