Dear UK and US companies,

In September 2020, General Secretary Xi Jinping proposed at the 2020 China International Fair for Trade in Services (CIFTIS) that “we will support Beijing in developing a national integrated demonstration zone for greater openness in the services sector. It will enable Beijing to take bigger, bolder steps as a trailblazer and gain more experience that would be replicable and scalable. We will also support Beijing in setting up a pilot free trade zone characterizing scientific and technological innovation, opening-up of the services sector, and digital economy.” Therefore, the development of the National Integrated Demonstration Zone for Greater Openness in the Services Sector and the China (Beijing) Pilot Free Trade Zone (hereinafter referred to as the “Two Zones”) presents a major new opportunity for Beijing to further expand opening-up fields, deepen market reform and explore system innovations.

In order to introduce the policies and measures of Beijing for the “Two Zones” and attract companies to invest in Beijing, the Beijing Investment Promotion Service Center will host an online promotion meeting specific for the UK and US companies with regard to Beijing’s construction of the “Two Zones” at British time 9:30 a.m. and Beijing time 16:30-18:20 on Thursday, June 10, 2021. During the meeting, departments of Beijing Municipal Government, Tongzhou and other related districts will introduce the overall situation, policies and measures regarding the construction of the “Two Zones”, as well as space for cooperation and development in key regions.

We hereby sincerely invite companies and institutions from the production-oriented service industries that have the intention of cooperation to attend this meeting and jointly discuss new opportunities brought by the development of the “Two Zones”

Background Information

I. National Integrated Demonstration Zone for Greater Openness in the Services Sector

On September 8, 2020, the State Council released the Work Plan on Deepening Beijing’s New Round of Comprehensive Pilot Schemes for Further Opening up the Service Industry to Build a National Integrated Demonstration Zone for Greater Openness in the Services Industry. According to the document, the further expansion of Beijing’s service sector has been officially upgraded from a “pilot” program to a “demonstration zone”. The “Demonstration Zone” will adhere to the positioning of Beijing as the national political center, cultural center, international exchanges center and technological innovation center, and highlight Beijing’s advantageous industries. The Zone will deepen reform and expand opening-up in the nine key industries including finance, technology services, digital economy and trade, Internet information, cultural tourism, education, health care, professional services, and aviation services. This will help Beijing to accelerate the formation of the opening-up and innovation industry chain, expand openness and

upgrading, and deep reform in key fields.

II. China (Beijing) Pilot Free Trade Zone

The State Council approved the establishment of China (Beijing) Pilot Free Trade Zone (hereinafter referred to as the “Pilot FTZ”) in August 2020. The Pilot FTZ will cover 119.68 square kilometers, including three areas, namely the Sci-Tech Innovation Area which covers 31.85 square kilometers; the International Business Services Area which covers 48.34 square kilometers (including 5.466 square kilometers of the Beijing Tianzhu Comprehensive Bonded Zone) and the High-End Industries Area which covers 39.49 square kilometers.
