Fujian Province – China’s southeastern gateway to the Asia-Pacific, one of the country’s earliest reform and opening-up pioneers, and the core area of the 21st Century Maritime Silk Road – invites British pharmaceutical and healthcare enterprises to a dedicated matchmaking meeting in the UK.

In 2025, Fujian Province had 341 above-designated-size pharmaceutical enterprises, achieving an operating revenue of RMB 50.28 billion. The provincial government has placed the life sciences sector at the heart of its industrial strategy, offering a comprehensive policy framework that covers chemical pharmaceuticals, traditional Chinese medicine, biopharmaceuticals and high-end medical devices. A newly established RMB 1 billion provincial biomedical industry fund – launched in partnership with Sanofi and Cathay Capital – is now operational, providing patient capital to drive innovation across the pharmaceutical value chain.

Fujian’s biomedical industry is on a strong growth trajectory. The provincial government has set an ambitious target to reach RMB 120 billion in pharmaceutical industrial revenue, cultivate 16 enterprises with annual output exceeding RMB 10 billion, and develop 30 products with annual sales surpassing RMB 100 million.

2. Comprehensive Policy Support

Fujian has enacted the ‘Implementation Plan for Accelerating the High-quality Development of the Biomedical Industry in Fujian Province’ and subsequent supporting measures, offering concrete incentives, including up to RMB 5 million rewards for the first industrialisation of Class I innovative drugs within the province.

3. Well-capitalised Investment Ecosystem

In addition to the RMB 1 billion provincial biomedical fund, the Fujian financial ecosystem comprises 190 banking and financial institutions and a growing number of private equity hubs, with dedicated fund towns in Fuzhou, Xiamen and Pingtan.

4. A Strong Track Record of UK-Fujian Collaboration

The UK has already established deep ties with Fujian. During the 25th China International Fair for Investment and Trade (CIFIT) in Xiamen, the UK participated as Guest Country of Honour – its largest-ever engagement at a Chinese exhibition, with a delegation of over 300 participants from around 100 institutions.

5. New Synergies through the UK-China Health Innovation Platform

Launched in September 2025 as a key outcome of the 11th China-UK Economic and Financial Dialogue, the UK-China Health Innovation Platform aims to deepen collaboration across digital health, biopharmaceuticals, medical devices and public health services. This matchmaking meeting serves as a direct channel to activate that platform at the provincial level, connecting British innovators with Fujian’s industrial and financial resources.

1. Sunshine Lake Pharma Co., Ltd.

A vertically integrated pharmaceutical company with over two decades of experience in R&D, production and commercialisation, strategically focused on infectious diseases, chronic diseases and oncology. The company has 150 approved drugs across China, the US and Europe, and boasts a pipeline of over 100 drugs, including 49 Class I innovative drug candidates in China – with one under NMPA review and ten in Phase II/III trials. It is one of the few Chinese pharmaceutical companies to have successfully brought three Class I innovative drugs to market, with a fourth submitted for marketing approval. 
The company is actively integrating AI across its R&D platforms and is seeking UK partners in: AI-driven drug discovery collaborations, innovative drug co-development, and licensing opportunities in infectious diseases and oncology.

2. Health Guard Biomed. Technology Co., Ltd.

An advanced ophthalmic medical device enterprise focusing on innovative implantable devices and MIGS (Minimally Invasive Glaucoma Surgery) surgical instruments. Its flagship product – the world’s smallest Class III MIGS implant for glaucoma – has completed large-scale multi-centre clinical trials in China and is expected to receive registration approval by the end of 2026. With R&D and manufacturing bases across Suzhou, Shanghai, Nantong and Fuzhou, the company seeks UK partners in ophthalmic device co-development, clinical research collaboration, and strategic distribution partnerships for the Chinese market.

3. Fuzhou Tcelltech Biotechnology Co., Ltd.

Co-founded by Dr Lieping Chen – a member of the US National Academy of Sciences and world-renowned tumour immunology expert – and Professor Huang Gangxiong, this company focuses on immunotherapy for common and prevalent solid tumours in China, developing anti-tumour drugs through genetic engineering and monoclonal antibody technologies. The company has built a professional core team covering scientific research, technological development, quality management, and clinical research. It seeks UK partners in cell therapy research collaboration, immuno-oncology co-development, and technology licensing.

4. Ruike Medical & Health Industrial Park

Fuzhou’s first specialised biomedical industrial park was developed under a ‘government planning + enterprise operation’ model, with a total investment of RMB 270 million. Phase I (28,000 sqm) is fully occupied with approximately 90 enterprises. Phase II (70,000 sqm) is expected to be completed by the end of 2026 and will house innovation platforms, including a National Engineering Research Centre for Cell Industry, a Cross-Strait TCM Industry Cooperation Demonstration Park, and a Synthetic Biology Intelligent Creation and Industrial Incubation Platform. The park plans to cultivate 250 pharmaceutical enterprises and gather 3,000 high-end medical talents, targeting an annual output value of RMB 6 billion. The park invites UK biomedical enterprises seeking China market entry, R&D collaborations, and industrial incubation support.

5. HXKP Capital (Fuzhou)

A specialist growth-stage private equity firm focused exclusively on the pharmaceutical, biotechnology and life sciences sectors. Founded in 2018 and headquartered in Fuzhou, HXKP has built a portfolio including Newrite, NeuroDawn, Jiangsu Zhanxin Semiconductor, and Adcoris. The firm brings strong industrial ecosystem connections across Fujian and is seeking investment partnerships with UK biotech and medtech enterprises, co-investment opportunities alongside UK venture capital funds, and strategic advisory for UK companies seeking to expand into the Chinese market.
