Shenzhen and UK pioneer transformative PhD programmes for the future
The Education Bureau of Shenzhen Municipality (SEB) and the China-Britain Business Council (CBBC) have today 10 May 2019 signed a memorandum of understanding (MOU) to deliver a unique and transformative PhD programme on science and technology entrepreneurship. Both CBBC and SEB hope that this partnership will connect the education ecosystems of both China and the UK as a result of our shared perspective on nurturing new talent for the rapidly changing future.
The signing ceremony was held at the Four Seasons Hotel in London during the high-profile conference entitled “the Shenzhen & Hong Kong - London Economic and Trade Cooperation Conference, Cooperate in Bay Area, Build a Winning Future” led by Chen Rugui, Mayor of Shenzhen, accompanied by a delegation of businesses. Mme Chen Wen, Charge d'Affaires, Chinese Embassy and Lord Sassoon, Chairman of CBBC also attended the conference. Witnessed by Chen Rugui, Mayor of Shenzhen and Matthew Rous, Chief Executive of CBBC, the MOU was signed by Dr. Wang Shui Fa, Vice Director of SEB and Lise Bertelsen, Executive Director of CBBC.

With science/technology innovation and entrepreneurship recognised as the fundamental push-pull forces of the economic engine; with Shenzhen’s high quality startup ecosystem recognised worldwide and with the UK’s world leading reputation of its higher education system, this MOU sets out the framework of cooperation to pioneer a novel transnational PhD training model with a specific focus on multi-disciplinary work on technology transfer and commercial exploitation of innovations from successful research, and to develop a new cross-country consortium-based ecosystem to provide a multi-disciplinary and multi-sector environment for the new PhD programme through synergistic multi-lateral collaboration.
Professor Zhang Jihong, Director of SEB, said: “SEB is pleased to work with CBBC on this ground-breaking initiative. Shenzhen is home to many high-tech companies with a comprehensive industrial base that is fast evolving. According to recent reports, Shenzhen produces more than half of China’s international patent applications. There is therefore no better time and better place than Shenzhen to embark on this exciting journey to produce a new generation of entrepreneurial PhDs based on science and technology.” He also said: “During our journey, it is unavoidable that we may need to break some of the traditional moulds of PhD training which has not changed much for hundreds of years, and which was designed to produce academic talents. I am looking forward to the fun of working with both Shenzhen and UK universities to break up the old moulds. SEB believes the proposed entrepreneurial PhD has a great potential to revolutionise future doctoral training in the higher education sector and to make high impact in both economy and society. SEB is fully committed to the success of the entrepreneurial PhD, and plans to award scholarships to outstanding students with an ambition to change the world.”
Nathalie Cachet-Gaujard, CBBC Director of Education and Innovation, said: “As the leading organisation for developing links with China, CBBC has not only a large number of UK universities in the education sector as its members, but also a large number of UK companies from all other business and industrial sectors. This puts CBBC in an unrivalled position to bring all the interested players together, and the MOU gives us a unique opportunity to shape the development of the proposed entrepreneurial PhD based on science and technology to meet the urgent needs of students, academics, universities, enterprises, investors, governments and societies in a comprehensive manner.” She added: “We will soon be able to say to those students who are wondering if they should continue their education in a PhD or found a startup, why not do both at the same time？ With transnational and multi-lateral collaboration as well as multi-disciplinary and multi-sector support, the experience and success are likely to be much better than they might expect.”
