From eco-city, low-carbon city, green city, sponge city to smart city, a series of new ideas for urban construction are emerging one after another. In recent years, the concept of "city resilience" has come into being. It provides a new way of thinking and direction for dealing with urban crisis and risks, and has become an emerging academic buzzword. Today, the covid-19 epidemic continues to spread, posing severe challenges to the world. In the face of such a major emergency, public health, urban planning and construction, emergency management, and sustainable development have been widely discussed, and the concept of "city resilience" has attracted much attention. As an important part of the city, the resilience of buildings has also attracted the attention of developers and urban planners. The China-Britain Business Council ("CBBC"), in conjunction with Arup and BRE, has invited expert in the field of city resilience to share the characteristics of resilient city construction in China with case studies, and extend the discussion to design and management innovation in resilient buildings.

Dr CHEN Hong
Institute of Technological Innovation
China Eco-city Academy
Research Focus: Resilient city, planning of green development, and design of living environment.
Dr CHEN is currently Director at Institute of Technological Innovation, China Eco-city Academy. He is also a committee member at the Eco City Committee and Resilient City Committee of the Chinese Society for Urban Studies. Dr CHEN acts as professor at Higher Education and Training Centre of Tianjin University, and undertakes consulting roles in various city planning and constructional organisations. He took part in many important researches, including Systematic Management of Planning and Construction of the Xiong’an New Area Pilot Zone, Theories and Methodology of Xiong’an New Area Resilient City System, etc.
Dr CHEN obtained his doctor’s degree from Tongji University. He is also a National Registered Urban Planner Certificate holder, as well as visit scholar to the University of North Carolina. Before his present role, he was appointed Associate Director at Housing and Urban-Rural Development Bureau in Haining City, and Associate Researcher at Chinese Society for Urban Studies.
Chongqing Office Leader, Arup
William is a building services engineer with over 18-year working experience in Arup since 2001 with Master Degree in Building Services Engineering from the University of Hong Kong. He is Associate Director and has stationed in Shanghai, Chongqing and Wuhan over 13 years. William is now the Western China Business Leader and Chongqing Office Leader, having variety of project experience covering design, coordination and construction supervision stages in infrastructure, railway, super highrise, large-scale mixed commercial and financial sector in Hong Kong and Mainland China, especially expertized in vertical transportation, smart, health and resilient building design. Project experience includes Chongqing Vanke Centre (458m), Chongqing Tower (430m), Chongqing IFS, Chongqing 18T, Changsha IFS (452m), Wuhan Chushang Tower (475m), Wuhan Centre (438m), Wuhan OCT, Wuhan Yichang Star, over 20 Longfor Paradise shopping malls around China, Ningbo Evergrande 450m, Raffles City Hangzhou, Shanghai North Bund White Magnolia Plaza, numerous 5-star hotels, Shanghai ICBC data centre, Citibank & Deutsche Bank projects, Hongkong Stonecutters Bridge, Hongkong Route 8 including Nam Wan Tunnel, Hongkong East Rail TST-E Station, etc.
BRE Greater China
Quinnie LI is the newly appointed General Manager of BRE Greater China and she brings considerable experience in sustainability and international business development. Quinnie was previously the Vice President of a leading engineering company, and her passion in sustainable development, experience of the China market and unique background in architecture, master planning, engineering and development, has enabled her to successfully manage many complex high-profile sustainability projects. These projects include Fortune 500 company headquarters, large mix-used, education, and eco-district projects. Quinnie was one of the youngest female partners at her previous company and the first to assist the organization in establishing its Asia practice. With her most current technical and commercial experience in the field of sustainable development, she is now responsible for leading BRE’s business growth in China, and in her role she will be working with many stakeholders from government, industry and academia from UK and China, and help to facilitate knowledge exchange, collaborations and partnerships.
Quinnie has a BA in architecture and urban planning with a concertation in Business Administration from UC Berkeley as well as pursuing an EMBA from London Business School/Columbia/Hong Kong University. She is also qualified accredited professional of various green building standards from China, US and UK.
